MODIFICATION TO THE REQUIREMENTS, TO OBTAIN A NEW STUDY CAQ-WHEN THE ARRIVAL OF FOREIGN STUDENT IS DELAYED.
On November 11th, 2022, the immigration minister, of francization and Integration took measures regarding immigration procedures related to study permit, and specifically regarding the requirement to obtain a Study CAQ (Certificate of Acceptance Québec).In order to simplify the administrative process, "the Minister has decided to no longer require students to obtain a new study CAQ when, he or she postpones the start of his or her program of study to the next scheduled session of study. If the student needs to defer the start of their program of study by more than one academic session, they will still need to reapply for a Temporary Study Selection. Also, if the student changes their level of study, they must obtain a new study - CAQ."
ADDRESSING LABOUR SHORTAGES BY ADMITTING 16 NEW PROFESSIONS FOR PERMANENT RESIDENCE
November 16 marked a time of significant change in Canada's immigration system.
To reflect changes in the economy and the nature of work, updates were made to the National Occupational Classification (NOC) system, which tracks and classifies all jobs in the Canadian labour market.
These changes are part of the government's efforts to combat labour shortages and allow the Canadian government to welcome newcomers with the skills needed by the economy across the country by allowing them to benefit from the expanded pathways to permanent residency.
These changes affect 16 occupations:
- - Payroll Administrators;
- - Dental Assistants and Dental Laboratory Assistants;
- - Nurse aides, health care aides and orderlies;
- - Pharmacy technicians and pharmacy assistants;
- - Elementary and secondary school teachers' assistants;
- - Sheriffs and bailiffs;
- - Correctional Service Officers;
- - By-law enforcement and other regulatory officers;
- - Estheticians, electrologists and related occupations;
- - Residential and Commercial Installers and Servicers;
- - Fumigators and Pest Control Operators;
- - Other Repairers and Maintenance Workers;
- - Transportation Truck Drivers;
- - Bus Drivers and Subway and Other Transit Operators;
- - Heavy Equipment Operators;
- - Aircraft assemblers and aircraft assembly inspectors.
PERMANENT RESIDENCE EASIER FOR FOREIGN DOCTORS
In order to address the labour shortage in Canada, particularly in the health field, the Canadian government wants to facilitate access to permanent residency for foreign doctors. The Honorable Sean Fraser, Minister of Immigration, Refugees and Citizenshiphas announced changes to make it easier for foreign-born doctors to stay in Canada, so they can continue to practice in Canada and strengthen the health care system.IMPROVING THE IMMIGRATION SYSTEM TO FACILITATE THE ARRIVAL OF IMMIGRANTS
As it has been for many years now, Canada is one of the most sought-after destinations in the world to settle and build a life. Aware of this attraction, and of the needs in terms of manpower that remain enormous, the Canadian government is continuously improving its immigration system to facilitate the arrival of foreigners. In September, the Honorable Sean Fraser, Minister of Immigration, Refugees and Citizenshipnnounced measures to improve the client experience and reduce backlogs. These include:
- – Reducing wait times;
- – Expanding online applications for permanent residence;
- – Providing better information to clients;
- – Modernizing the citizenship program.
IMMIGRATION FOR THE CANADIAN ECONOMY
Despite a nice recovery of the Canadian economy following the pandemic of COVID-19, several economic difficulties still remain at the national level, mainly the great concern for companies to find workforce to fill their needs. It is with this in mind that, the government announced on November 1st, 2022, the 2023-2025 immigration levels plan to address Canada's social and economic challenges. This plan aims in particular to:
- – Increase the number of regional programs to meet targeted local labour market needs;
- – Using the new features of the Express Entry system to welcome newcomers with the skills and qualifications needed in sectors facing critical labour shortages, such as health care, skilled trades, manufacturing and STEM (science, technology, engineering and mathematics);
- – Reunite more families, faster;
- – Ensuring that at least 4.4% of new permanent residents outside Quebec are Francophone;
- – Better support refugees by expanding the Economic Mobility Pathway Pilot Project.
